I was just reading the inertia tracker for dummies handbook and she says that if you have a sample playing at c7 you should still put it's root note at c5? Like this, (say sample #1 is a piano playing a c7)

note freq play at sample #
c7 c5 1
c#7 c#5 1

Is this right? I mean the method. Is this normal for most samplers? Or is is like this
