Static-X tryin to cop some new "name" for a "new genre" is fcking stupid as it gets.
as for makin the tunes...hell...a sampler and some synths and a sequencer.
software or hard, take your pick!
oh, and....it aint quite the same, but...go check out Fear Factory "ReManufactured"
more metal/hardcore but fcking sick nonetheless

Anyways, I'd look into Orion definately. It comes with all the tools you need to get started. As step up from there I'd say Project5 from Cakewalk would work well, Sonar would probably be better - then you'd be able to record and mix your band as well as lay out your electronic (the song you listened to was done with Sonar, although the synths were hardware).
If you want to perform live, I would definately recommend that you look into hardware rather than software. Software's great for the studio rats, but I've got a computer sceince degree and I don't trust my live show to a PC. If you're cool with running DAT or backing Cd at a show, then I guess go ahead - I think that's kind of cheating though

Read all the stuff in the Articles section here at Dancetech, and hang around listening to what people say about the gear they use, until you start to know what it's for and what the subjective general opinions are. It'll save you a lot of cash.

vst is the predominant plug-in format for effects, synths, samplers et c. and there are thousands of vst freebies that often are as good or better than crap you buy. you can totally sound 'pro' using just freeware.
can't really recommend a free host (vst host/sequencer) because they tend to suit different styles.. some do a lot but have a steep learning curve, others vice-versa.
industrial music? give me a break

'industrial' music was about industrialism - pop (regardless of how much distortion/drum mahcines it has) will always be about emotions.

And to make a point, I don't mean to imply that you can't get a pro sound with software, only that hardware is more stable for live performance. That's a claim almost everyone here who has actually performed live will probably back up.

massiva is very elementary and easy to understand.. maybe a bit too elementary. it also crashed my 299 when i tried to close it..
if i were starting now, i'd use bidule.. maybe buzz.. does the pro-tools lite (only 8 tracks afaik) use vsti?? :p
loadsa people get a start on fruity (same limitation as inwire afaik)
ssh - i can also hook you up with cm muzys (free 16 track v. of muzys that comes with computer music magazine) - somebody ought to get some use out of the money i spent on that issue.. haven't used it, but again, a lot of people do..
or tracktion.. think that has a 30 day freebie :p
