I'm trying to use reverb to send some hihats (and other percussion bits)
to the back of the mix for a more subtle effect.

Really, I'm trying to get a 'floating in it's own space in the background'
effect similar to when you stick a pad through a large hall reverb...

However, hose large pad halls don't seem to work on percussion bits,
because the pre-delay acts like a delay on the hits messing with the rhythm...
adjusting pre-delay to 0 helps a bit, but the feeling of space is diminished... and
then applying lopass eq to the reverb to cut out the hihat sizzle seems to kill
it completely.

I think I'm missing something
Any ideas?

Try sidechaining the reverb off of something or creating its own envelope in your sequencer to trigger at the end of the HH's envelope. Apply some sort of amp envelope so the volume of the HH's attack will be lower than the decay portion. The HHS's attack will be dry and lower in amplitude and the decay will be wet with increased amplitude. This is an off the cuff suggestion there is no telling how it will work. I'm thinking it will create a psuedo reverse doppler effect that may work.

Also try the above in reverse so that the attack is wet and the decay is dry. The reverb's tail from the attack will continue through the HH's dry decay.

Also, as always, a little reverb goes a long way.
