Whats a good sampler for sampling loops and drums and things for rap beats my choices are the Roland SP 202,MS-1,Akai S20,and yamaha su-10

Akai S20 is the best of the 3.
Look for a 2nd hand Emax II,r ESI-32 or Roland W30.

the s20 is by far the best choice due to its enormous amount of expansion possibilities(for cheeeeeap)

absolutely..... go for an older s/h 'Proper' sampler every time.... no question..... they wizz on these newer toy samplers.....

Is there a sampler that doesn't time-stretch the notes when you play a melody based on one sample? (... i.e. one octave down note isn't twice as long as one octave up note ... )

nope... that requires multi-sampling... see the sampling section for an explanation

The Yamaha A3000 has realtime timestretch (as an insert
effect I think - it's heard in Rockafeller Skank by Fatboy Slim) which could be used for this. Guess it takes some fance programming though to make the stretch ratio match the note played... and would still sound strange one octave up/down. Multisample!

But it makes sense: how else would you do that ti-m-ee-ss-tt-t-r-r-r--e-ee-e-t-ch-thingie easily? Or he could have an EX5, it got the same thing..
